Context – UNESCO (United Nations Educational, Scientific and Cultural Organization) has introduced the world’s first international ethical framework to guide the responsible development, use, and regulation of neurotechnology—tools and systems that can record, interpret, or influence brain and nervous system activity.

  • New Data Category – Neural Data: Recognizes “neural data” as a unique type of personal information that requires dedicated ethical and legal protection.

  • Mental Privacy & Freedom of Thought: Safeguards the “inviolability of the human mind,” granting individuals full control over their mental and emotional data.

  • AI Integration Oversight: Regulates how artificial intelligence is used to analyze or decode brain activity, ensuring ethical boundaries.

  • Global Regulatory Framework: Provides over 100 policy recommendations for ethical use in areas like medical research, consumer technology, and prevention of misuse (such as subliminal advertising or dream manipulation).

  • Risk Management: Emphasizes informed consent, public education, and protection against the commercial exploitation or manipulation of neural data.

Significance:
This marks the world’s first comprehensive attempt to ethically govern neurotechnology.
