What It Is?
- GOBARdhan is an integrated national framework designed to unify the entire Compressed Biogas (CBG) value chain. It converts agricultural residues, cattle dung, press mud, municipal solid waste, and other organic biomass into clean fuel (CBG) and high-quality organic fertilizer (Fermented Organic Manure – FOM).
Nodal Ministry: Ministry of Petroleum and Natural Gas (MoPNG).
Implementation Horizon: 10-Year Period (FY 2026–27 to FY 2035–36).
Precursor Foundations Integrated: Consolidates earlier schemes like SATAT (Sustainable Alternative Towards Affordable Transportation), Market Development Assistance (MDA), Biomass Aggregation Machinery (BAM), and the National Bioenergy Programme into a single platform.
Aim: To establish CBG as a core pillar of India’s green energy mix, expand domestic renewable gas production, attract large-scale private investment, build a rural circular bioeconomy, and reduce national dependence on imported fossil fuels (LNG).
Key Features:
- Assured CBG Offtake Framework: Establishes mandatory blending targets for City Gas Distribution (CGD) entities—3% in FY 2026–27, 4% in FY 2027–28, and 5% from FY 2028–29 onwards—creating guaranteed demand in transport (CNG) and domestic (PNG) segments.
- Stable Administered Pricing Framework: Introduces a government-backed, long-term administered CBG price of ₹2,110 per MMBTU over a 10-year horizon to provide revenue certainty to plant operators.
- Targeted Capital Assistance: Provides financial assistance of up to ₹2 crore per Ton Per Day (TPD) of installed CBG capacity for greenfield and brownfield projects, extending support to feedstock aggregation and organic manure processing assets.
- Pipeline Infrastructure Support: Supports cluster-based and standalone pipeline connections linking production units directly into City Gas Distribution networks and national gas grids.
- Dedicated Credit Guarantee Mechanism: Deploys a institutional credit guarantee scheme to reduce risk for lenders funding MSMEs, cooperatives, and rural entrepreneurs entering the CBG sector.
- CBG Ecosystem Challenge Fund: Sets up a dedicated fund to assist district-level mapping of biomass resources, technological innovation, capacity building, and value-addition of Fermented Organic Manure (FOM/LFOM).
Significance:
- Boosts domestic CBG production, reducing LNG imports, saving foreign exchange, and enhancing energy security.
- Creates income from crop residue and cattle dung while reducing stubble burning and producing organic manure.
